In this Issue of Youth Policy Watch, read about “Erasmus for All”, the new single programme unveiled by the European Commission dedicated to Youth and Education. Also in this issue, read more about the Youth Forum's “Where are you going?” Campaign in response to the new programme. Launched on 23rd November 2011 by the European Youth Forum, the campaign asks the European Parliament and EU Member States for a strong and independent Youth in Action Programme and an ambitious European Youth Employment Plan.

On 23rd November 2011, the European Commission presented its new programmes dedicated to Education, Training, Youth and Culture, which the Commission adopted as part of the whole budget 2014-2020.

Job-creating growth at the centre of Commission's Work Programme 2012

On 15th November 2011, the European Commission adopted its Work Programme 2012, “Delivering European Renewal”, in which it describes the main priorities over the next twelve months. It transforms the political priorities underlined by European Commission President Jose Manuel Barroso in the annual “State of the Union Address” into concrete actions for 2012.

"In my State of the Union Address I called for a European renewal. The top priority is to adopt and swiftly implement the ambitious package of proposals to restore confidence in the European economy.

Towards the Recognition of Youth Work and Non-Formal Learning

From 14th to 16th November 2011, the EU-CoE Youth Partnership organised in cooperation with SALTO Training and Cooperation Resource Centre and Jugend für Europa, the Symposium on the Recognition of Youth Work and Non-Formal Learning at the European Youth Centre in Strasbourg, eleven years after the first Symposium dedicated to non-formal education. Over 100 participants gathered and worked together with the aim of establishing common ground for a medium and long-term coordinated strategy toward the recognition of youth work and non-formal learning across Europe.

Young people's drug use is changing, stresses the EU drugs agency

The European Monitoring Centre for Drugs and Drug Addiction (EMCDDA) has recently released its Annual Report on “The state of the drugs problem in Europe”. The study mainly shows that drug use is relatively stable in Europe, with even a decrease in the consumption of some drugs, such as cocaine. The surveys reveal that the European countries with the highest levels of use - the UK, Italy, Denmark and Spain – report some decline in cocaine use among young people (15-34 years) in the last year. Cannabis, Europe's most consumed illicit drug, is also experiencing the same declining trend.

Challenges face by young refugees discussed in the European Youth Centre

On 17th and 18th November 2011, the European Youth Centre in Strasbourg hosted a Consultative Meeting on “Challenges faced by young refugees
and asylum seekers in accessing their social rights and 
their integration, while in transition to adulthood”. The main aim was to identify successful practices and ways to ensure access to the social rights of young refugees and asylum seekers who are in transition to adulthood, and then to develop and further existing strategies.

Towards a Children’s Rights Strategy for 2012-2015

On 20th and 21st November 2011, the Council of Europe assembled children’s rights defenders, MEPs, ministers, and civil society representatives to complete a new Children's Rights Strategy for the period 2012-2015. The finalisation process took place on behalf of a Conference held at the Grimaldi Forum, in Monaco, under the patronage of H.R.H. the Princess of Hanover.

The United Nations show optimism on efforts made to prevent HIV

About 3000 young people aged between 15 and 24 are infected with HIV/AIDS every day. The United Nations, aiming at seeing a world with zero new HIV infection and zero HIV-related death, has recently released its “Report on the Global AIDS Epidemic 2011”, produced by the Joint UN Programme on HIV/AIDS (UNAIDS).

Thessaloniki crowned European Youth Capital 2014!

The city of Thessaloniki has been awarded the title of European Youth Capital for 2014, after fighting off stiff competition from Heraklion, Greece and Ivanovo, Russia. The Award Ceremony took place on 18th November 2011 in Braga, the upcoming European Youth Capital 2012, in the framework of the European Youth Forum’s Autumn Council of Members. According to the panel of jurists that decided to award Thessaloniki, the city stressed the will of establishing sustainable projects for a variety of activities that address young people’s challenges by building on existing structures.
